Mustapha grew up in Accra, Ghana, where access to public parks was limited. After moving first to New York City to complete his graduate degree at Columbia University, he moved to Hillsboro in 2005 and was inspired by the vibrant parks and recreation system and its role in building community.
As a father of three, he values the opportunities THPRD provides for families to connect, play, and grow. At Intel, he leads teams developing systems to test Intel products. Outside of work, he enjoys pickup soccer, road biking, and coaching youth basketball. He is passionate about expanding access to parks so every child has a place to thrive

Charles’ journey began in Accra, Ghana, where public parks were a rare sight. After relocating to Chicago with his family, he earned a bachelor’s degree in electronics engineering and later settled in Kirkland, Washington. In 2012, a career opportunity with Intel brought him to Hillsboro—a move that transformed his life. Here, he married, started a family, and discovered a community home. The city’s vibrant and recreation parks inspired him, offering spaces where families could connect and children could thrive.
As a proud father of two, he values the role THPRD plays in fostering community and creating opportunities for families to grow together. In 2017, he completed his master’s degree in engineering management at PSU and continued his career at Intel for more than a decade.
Outside of work, he’s actively involved in charity projects, enjoys pickup soccer, coaches’ youth teams, makes music, and cherishes time with his kids. His passion for community and charity engagement runs deep—he believes every child deserves a safe, welcoming place to play, grow, and belong.

Saba earned an MBA from Portland State University (PSU), a master’s in engineering from Purdue University, and a bachelor's degree in Electronics Engineering from GIK Institute in Pakistan. An engineering manager at Intel where she has worked for 20 years, Saba was elected to the Hillsboro City Council in 2025. She and her husband live in Hillsboro with their two teenage daughters.
Saba is a dedicated community volunteer, and in addition to her role as vice-chair for the THPF Board of Trustees, which she joined in 2021, she has volunteered as a tax aide for AARP/Cash Oregon, where she assisted low-income households with tax returns. She is a founder of the Portland chapter of Friends of Indus to help raise funds and awareness for the Indus Hospital Network, which offers free healthcare services in Pakistan. Over the last five years, she has fostered 15 feilnes for Cat’s Cradle Rescue while also serving as president of her HOA. She has also been an active volunteer at her children’s school, serving as a treasurer for the PT and as a Lego League coach and coordinator.

Caitlin is a strategic legal executive with over 16 years of experience advising global consumer brands on commercial contracts, regulatory compliance, intellectual property, and digital innovation. As director assistant general counsel at Nike, she leads legal strategy for the Asia Pacific Latin America region, supporting initiatives across marketing, retail, and digital platforms. Caitlin holds a J.D. and LL.M. in Intellectual Property from Cooley Law School.
Caitlin lives in Beaverton with her husband and two children and is an active user of THPRD parks and facilities. She also serves as president of Beaverton Youth Lacrosse, a volunteer-run nonprofit offering competitive lacrosse programs for K–8 youth in the Beaverton School District.

Heather Davis is the Chief Executive Officer of the Portland Timbers, overseeing all business and operational aspects of the Portland Timbers and Providence Park. A fourth-generation Oregonian, Davis joined the club in May of 2022 as the club’s general counsel, bringing with her a wealth of experience from various industries.
In a nine-year career at the NFL league office, Davis served as the lead counsel for international operations. Her work included NFL major events such as the Super Bowl, Pro Bowl, the NFL Draft and international games in London and Mexico.
Prior to her time in the NFL, Davis worked for major law firms in both New York and Washington D.C. In addition to her legal experience, Davis spent time working in the Office of Senator Hillary Clinton as her Director of Scheduling from 2001-2002, as well as in the White House as a Special Assistant to the President and Deputy Director of Presidential Scheduling during the Clinton Administration from 1998-2001.
A University of Oregon graduate and a recipient of a Bachelor of Sciences in Journalism and Political Science, Davis obtained her law degree from the George Washington University Law School in 2005. Born in Portland and raised in Aloha, Davis attended Hillsboro High School. She resides in McMinnville with her husband, Rob.

Wendy is a commercial real estate broker at Kidder Mathews, focusing on sales and leasing of office and industrial properties. Prior to becoming a broker, she was the Senior Estate and Gift Planning Advisor at Legacy Health Foundations.
A native Oregonian, Wendy graduated cum laude with a BA in economics from Willamette University and has been involved in serving the community ever since, serving on the Boys and Girls Club Young Executive Board (past president), volunteering at her daughter’s schools and the PTA, and with the National Charity League Portland Chapter (past president). She is currently a member of the Commercial Association of Brokers (CAB), the Multnomah Athletic Club (MAC) and Rock Creek Country Club.
Wendy resides in Beaverton with her husband, David, and their goldendoodle puppy, Ellie—all of whom are frequent visitors to THPRD parks and facilities. In her spare time she enjoys tennis, walking and hiking, golf, reading, trips to the beach, and spending time with family and friends.

Eileen Kravetz, Trustee
Eileen retired in 2023 after a career as a nonprofit executive, most recently, as the executive director of THPF. Prior to that she worked for the American Cancer Society, the Alzheimer’s Association, and the Oregon Museum of Science and Industry.
She began her career as a CPA after earning an undergraduate degree in business administration from the University of Texas and later transitioned into education with a master’s degree in teaching from George Fox University and taught math for five years in Beaverton.
Eileen and her husband Mike have lived in Beaverton for over 25 years, where they raised their two adult sons, Max, and Jack. She has volunteered in the Beaverton Public Schools, with her church and at Faith Cafe. Her life has been enriched by the many classes and programs through THPRD.

Gina was thrilled to become THPF’s executive director in 2024 because its mission combines her twin passions for the outdoors and social justice.
Gina began her career in journalism, working first for the Los Angeles Times as a copy editor and later as an associate editor for Crawdaddy, the pioneering magazine of rock criticism. While continuing to work as a freelance writer covering the legal profession, she pivoted to nonprofit communications and for the past 35 years has served in leadership roles in fundraising and communications for a variety of regional, national and international nonprofits, including The Nature Conservancy in Hawaii and Palmyra; the ACLU Foundation of Southern California, and Bet Tzedek—The House of Justice, a public interest law firm.
She moved to Oregon from Kauai in 2021 and lives in Tualatin with her husband Allan Parachini and frequently visits her two adult sons who live on either coast. She has served on several nonprofit boards, including the Native Hawaiian Legal Corporation, Nourish Ecovillage, the North Shore Library Foundation and the Kauai North Shore Community Foundation (KNSCF).

Doug Menke, Ex Officio
Doug Menke was appointed general manager of the Tualatin Hills Park & Recreation District (THPRD) in November 2006. He oversees delivery of high-quality park and recreation programs, services and facilities to over 270,000 people in the greater Beaverton area. The park district encompasses 50 square miles.
His park and recreation career has spanned over 40 years, all of it in managerial roles with THPRD. His previous positions were assistant general manager, director of Park and Recreation Services, superintendent of sports, and tennis center supervisor.
Doug is a graduate of the University of Portland with a degree in Business Management. He is active in the community, serving as a board member for the Beaverton Area Chamber of Commerce, Tualatin Hills Park Foundation, and Explore Tualatin Valley, as well as The Intertwine Alliance's Council of Public Advisors. His background also includes ten years as a board member for the Beaverton Urban Redevelopment Agency and longtime leadership support for the United States Tennis Association.

Alfredo was re-elected to his second term on the THPRD board of directors in 2025 and is in his second stint as the board president. He is eager to continue helping the district build healthier, more inclusive, and interconnected communities in the years ahead.
A career communications and community relations professional, Alfredo has forged connections throughout Washington County and beyond in his work as the community relations manager for Portland Community College. He has served on numerous Westside boards and committees and is an American Leadership Forum of Oregon Senior Fellow.
Alfredo and his wife, Kristin, are thrilled to be raising their two elementary school kids in South Beaverton and are active users of THPRD’s recreation centers, trails, camps, and, especially, its playgrounds.

Cara Partch brings extensive experience in finance and banking to Mapmakers Financial, a private wealth advisory practice of Ameriprise Financial Services. As a professional certified financial planner and member of the Financial Planning Association, Cara places a high priority on integrity and excellence in her field.
Specializing in retirement income, tax strategies, and estate planning, Cara enjoys helping clients clarify goals and understand risks associated with investments and life events. Cara is an active member of the Tigard Chamber of Commerce and adores spending time with her family traveling and playing golf, tennis and recently pickleball!

Scott Pfister, Trustee
Scott is an accomplished healthcare finance executive with more than 30 years of experience guiding hospitals and health systems through growth, transformation, and innovation. Recently retired as Chief Financial Officer for Providence Oregon West Service Area, Scott advanced through several leadership roles during his tenure there, shaping strategic initiatives, strengthening program finance, and supporting innovations such as bundled care models and telemedicine. His focus on collaboration and accountability ensured financial sustainability while positioning the organization for long-term success.
Before Providence, he served as CFO at Gateway Medical Center in Tennessee, where he oversaw the opening of a new 270-bed hospital and led a systemwide technology conversion. He also held multiple CFO roles with Triad Hospitals, guiding facilities through complex operational and financial challenges, including recovery efforts following Hurricane Katrina.
He holds a B.S. in Business Administration/Accounting from the University of Nebraska, He and his wife live in Beaverton and enjoy visiting THPRD parks with their grandchild.

Julie Rocha is THPRD’s Sports & Inclusion Director, overseeing the Babette Horenstein Tennis Center, Athletic Center, Garden Home Recreation Center, Jenkins Estate, Elsie Stuhr Center, sponsorships, district-wide fitness programs, and adaptive and inclusive services. She graduated from the University of Northern Colorado and started her long career in parks and recreation in Colorado and Washington before moving to Oregon.
Julie has been with THPRD for the past 19 years. She has helped with sports field allocations, multiple park development and redesign projects, working with local service providers, serving individuals with disabilities by expanding existing programs, addressing gaps, creating partnership opportunities, and promoting inclusive play in our community. She has served as the district’s liaison to the foundation since 2024.

Scott is a native Oregonian who gained an appreciation for our PNW park systems and outdoor spaces early on while growing up in Keizer, OR. Whether coaching his kids in youth sports or simply enjoying a family hike, Scott has utilized our park system, including THPRD facilities, while living in the Portland metro area for the past 30 years.
Scott is a graduate of Oregon State University with a BS in finance. Currently, Scott is a Sr. Director of Loan Origination at StanCorp Mortgage Investors (The Standard) where he has been employed for 25 years. He lives in Lake Oswego with his wife Danette and has two children, Blake and Ainsley.

A pediatrician with Pediatric Associates of the Northwest, Mary Ellen is dedicated to maintaining access to pools, classes, camps, and outdoor recreation for children of all abilities and income levels. Her two now adult children learned to swim at the Beaverton Swim Center and played soccer on the many beautiful fields throughout the district. They also have fond memories of summer camps and Big Truck Day.
Mary swims at many of the district pools, indoors and outdoors. She and her husband enjoy walking and biking on paths like the Westside Trail and Fanno Creek. Serving on the THPF board has been a great way to ensure these opportunities remain part of our community for everyone to enjoy.

Sara is a retired wholesale manufacturers’ representative and sold to national, regional and local businesses. Additional work background includes, owning a small business and working for a wholesale childrenswear manufacturer.
Sara grew up enjoying the numerous parks in San Francisco and Berkeley. She strongly believes in the benefits of green space and city parks that are accessible to all ages and offer various opportunities for enjoyment. Sara has a B.A. in communications with a public relations emphasis and a business administration minor from California State University, Chico.
Sara currently serves on a committee at the Multnomah Athletic Foundation. She also served for eight years on several volunteer committees, including chair and co-chair positions, at the Multnomah Athletic Club.
Sara enjoys walking THPRD’s paths and trails with her son’s greyhound, who likes the walks immensely. In addition, she enjoys tennis, Pilates, reading and travel.
