The goal of the Planning and Development Department is to work with district residents and regional agencies to provide new and improved parks, recreation areas, natural areas and open space tracts to meet the needs of our community.

Comprehensive And Trails Master Plan Updates

THPRD's Comprehensive and Trails Master Plan Updates were approved by the Board of Directors in November 2006. These updates serve as a guide for how the Park District will acquire, develop, operate and maintain land, facilities, trails and programs over a 20-year period. It should be updated every 5-10 years to assure that goals, objectives and recommended actions continue to reflect the changing needs of the Park District, its patrons and the community at large.

Since the original plans were completed in 1997-1998, conditions in the Park District have changed significantly. A substantial amount of new development has occurred, the population demographics have changed, and the character of park, trail and open space needs have shifted to accommodate the development and demographic changes.

In addition, park and recreation planning and operation and maintenance practices in this region and across the country have evolved. As a result, much of the factual information in the original Comprehensive and Trails Master Plans has been updated or replaced, and a new look at a variety of issues has been undertaken to assure that the Park District continues to meet the changing needs of its constituents.

Hiteon Park Play Equipment

In October 2009, the Park District re-established the play area at Hiteon Park since its removal as part of the elementary school expansion project.

The new play equipment installed is intended to provide essential play value, promote creative and imaginative play, and accommodate children ranging from ages 2 to 12. In addition to the new play equipment, additional amenities have also been returned or added to the park, including picnic tables, trash receptacles, and a split-rail fence along 135th Avenue to separate the play area from the street.

The project began in the summer of 2009 as collaboration between the Park District’s Maintenance and Planning departments. A neighborhood meeting was held in June to generate feedback on proposed improvements to the park. Based on public input received during the meeting and online at the Park District’s Web site, Planning staff finalized the site improvement plans.

Maintenance staff began site preparation work in September and, as part of a community effort, helped coordinate the installation of the new play equipment on Oct. 10 with the Beaverton Optimist Club and volunteers from the surrounding neighborhood. The play area was opened on Oct. 21 to the delight of many children who pass through the park on their way home from school.

Winkelman Park - temporary parking lot

Winkelman Park features about 20 acres of rolling farmland and is located in the southwest quadrant of the Park District just off SW 175th Avenue. The district currently completed a temporary parking lot and widening of the exiting access road. The park was opened to passive use in October 2009. Master planning for this site is included with the bond measure projects that are being scheduled for the next 3-5 years.

Westside Trail (Beaverton Powerline Trail) -- Schuepbach Park to the Nature Park (Segments No. 8-11)

THPRD has completed construction of nearly two miles of the Westside Trail (formerly known as the Beaverton Powerline Trail) within the Park District. This trail section stretches from the Tualatin Hills Nature Park south to Schuepbach Park and is constructed within the undeveloped land along the Bonneville Power Administration (BPA) corridor.

The project also included wetland mitigation and wetland buffer enhancement at 155th Avenue Park. This work included regrading of the site along with the installation of native seed mixes and plantings as required by local and state jurisdictions.

Signage Master Plan

The Signage Master Plan is a guideline for planning and implementing an exterior signage system that provides visually uniform sign designs that are cohesive throughout the Tualatin Hills Park & Recreation District. The plan includes a signage classification system and graphic design standards and specifications to follow when planning and manufacturing signage for a site.

Signs connect a park site and it’s visitors. Visitors can identify, direct and interpret features within a park site and signage can provide the users with a sense of knowledge and safety. Signs that have unity in its message and basic design enable the visitors to:

  • Gain an understanding of the site
  • Use the site appropriately
  • Identify different sites as part of a larger park system
  • Locate and access those parks throughout the park system with minimal effort

The Board of Directors adopted the Signage Master Plan April 2009. Implementation around the district will begin in 2010. For more complete information, please see a copy of the Signage Master Plan in the Planning and Development document center.
